Pilot diagnostic, kept separate

For July 1–August 11 acquisition, paid activity cost $9K per qualified evaluation versus $3K for community outreach. Six of 20 community handoffs missed the agreed two-business-day target. As of August 31, six evaluations remain open with recorded next steps. These findings guide improvements; they do not replace the pilot's commercial success criteria.
